It helps CPWD and PWD engineers, contractors, quantity surveyors, and consultants perform NSR 2023 (Non-Schedule Rate) and DSR 2023 (Delhi Schedule of Rates) rate analysis, look up cost indices and minimum wages, and build professional project estimates — entirely in the browser, with no installation.
What Mulyankan does
Rate analysis for civil works involves combining the cost of materials, labour, machinery, overheads, and statutory charges into a single unit rate. Doing this by hand across hundreds of items is slow and error-prone. Mulyankan automates the calculation while keeping every component transparent, so you can trace exactly how a rate was derived before you submit a tender or estimate.
Data sources
Our rate analysis is built on published Indian government standards. Wherever a value originates from an official document, that document is the authority — Mulyankan is a calculation and reference layer on top of it, not a replacement for it.
- DSR 2023 — Delhi Schedule of Rates published by the Central Public Works Department (CPWD), used as the schedule-of-rates baseline.
- NSR (Non-Schedule Rates) — items not covered by DSR, analysed from first principles using current market rates for materials and labour.
- Cost indices — CPWD Building Cost Index (BCI), 10CC and 10CA series, used for price escalation and tender reference.
- Minimum wages — Central and State Government minimum-wage notifications for construction labour categories.
How a rate is calculated
Each NSR/DSR unit rate on Mulyankan is assembled from the following components, in line with standard CPWD rate-analysis practice:
- Material cost — quantity × current base price for each material.
- Labour cost — quantity × applicable minimum/market wage per labour category.
- Water charges — a percentage add-on where applicable.
- Contractor's Profit & Overheads (CPOH) — standard percentage on the sub-total.
- Cess / statutory levies — labour welfare cess and similar charges.
- GST — applied on the finished rate as per the current rate structure.
Because base prices are configurable, updating a single material price re-computes every dependent item instantly — the same way a manual rate analysis would ripple through a schedule.
How often data is updated
Rates, indices, and wage schedules are reviewed against their source publications and updated as new government notifications are released. Each data area shows its own current values; always confirm against the latest official CPWD/State notification before using a figure in a binding tender.
